The 29th regional meeting of the Disaster Preparedness and Prevention Initiative of South Eastern Europe (DPPI SEE) was held in Sarajevo, the seat of the DPPI SEE Secretariat. The meeting was hosted by the DPPI SEE Secretariat and was co-organised with the Directorate for Emergency Management of the Ministry of Interior of Montenegro in its capacity of the DPPI SEE Chair-in-Office Anchor2014.

The aim of this year's autumn session of the DPPI SEE regional meeting was to further facilitate and provide guidance for effective fulfilment of the DPPI SEE goals and objectives as set out in the DPPI SEE Memorandum of Understanding (2013) through participatory discussion among delegations of all DPPI SEE member countries on the DPPI SEE current and future planned activities, including through review of the activities implemented in the period between two regional meetings for the year 2014.

The closed session proceedings included discussion on the on-going and future implementation of the DPPI SEE Disaster Management Training Programme, as well as on activities in preparation for the forthcoming tender for procurement of project equipment within the DPPI SEE project «Joint Emergency Response Units in case of floods». In addition, the closed session further provided countries’ updates on the status of the DPPI SEE Memorandum of Understanding 2013 ratification process, followed by updates on the on-going national consultations on the proposed text of the DPPI SEE Host Country Agreement.
 
On the occasion of the 29th regional meeting, the Memorandum of Understanding (2013) was signed by Romania, thus further reaffirming Romania’s commitment to regional cooperation in the framework of the DPPI SEE.

In addition to discussion on the DPPI SEE institutional issues within the closed session, the DPPI SEE regional table, as usual, also provided a forum for an exchange of disaster preparedness, prevention and disaster risk reduction related information, as well as for update on regional activities of the DPPI SEE's partners, relevant to and focusing on cross-border cooperation in the South Eastern Europe.

In addition to reflecting on May 2014 Floods in the SEE region through countries’ presentations on lessons identified (Bosnia and Herzegovina, Croatia and Serbia), the Advisory Board (open) session of the regional meeting also included the following: 1) Overview of regional IPA programmes (IPA 2013 and 2014) and update on preparations for the announcement of IPA 2015 Call - Risk Assessment, Disaster Loss Databases, Risk mapping/ Electronic regional risk atlas (the European Commission (DG ECHO)); 2) Presentation on the EU Exchange of Experts in Civil Protection Programme (German Federal Agency for Technical Relief (THW)); 3) Presentation on the UN OCHA’s role in emergencies and key coordination tools for effective disaster response (UN OCHA); 4) Presentation on the Aerial Fire Fighting Europe 2015 Workshop, Conference and Exhibition (Tangent Link ltd.). In addition, the presentations were also delivered by Disaster Management and Emergency Situations Presidency of Turkey (AFAD), Administration for Civil Protection and Disaster Relief of the Republic of Slovenia (URSZR) and DG Fire Safety and Civil Protection of the Republic of Bulgaria.

Next DPPI SEE regional meeting (spring 2015) will be hosted by the Sector for Emergency Management of the Ministry of Interior of the Republic of Serbia in its capacity of the DPPI SEE Chair-in-Office for the year 2015.

The XXVIII DPPI SEE Regional meeting was held on 23 - 24 April 2014 in Pržno, Montenegro and was hosted by the Directorate for Emergency Management of the Ministry of Interior of Montenegro in its capacity of the DPPI SEE Chair-in-Office 2014.

At this year's first regional meeting which further aimed at identifying needs and priorities of the DPPI SEE member states in dealing with the disaster preparedness and prevention related challenges, representatives of nine (9) DPPI SEE member states (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Serbia, Slovenia and Turkey) participated in the meeting. In addition to its regular closed sessions reserved for the DPPI SEE member states' discussions on the DPPI SEE institutional issues, the meeting, as per usual practice, repeatedly serves as a forum for an exchange of information on other regional interventions undertaken by the DPPI SEE's existing and potential partners engaged in addressing disaster preparedness, prevention and disaster risk reduction with special focus on cross-border cooperation in the SEE.

During the open session of the regional meeting, the United Nations Office for Disaster Risk Reduction (UNISDR) updated the Regional Meeting on their on-going DRR activities in the South Eastern Europe and Europe and the way towards the 2015 post-HFA (UNISDR-WMO IPA project "Building Resilience to Disasters in the Western Balkans and Turkey": 1. EU-IPA DRR Exchange of Experts, 2. seeKMS: An Information and Knowledge Management System for DRR and CCA in the Western Balkans and Turkey). European Commission (DG ECHO) representative presented and discussed with the DPPI SEE member states - IPA beneficiaries on a potential topic for a new regional 

programme (Risk Assessment and mapping). German Federal Agency for Technical Relief (THW) gave an overview of this governmental organisation system and activites while the Italian Civil Protection Department  presented the Italian National platform for Disaster Risk Reduction and Italian programme for the semester of the European Council presidency. Presentations were also delivered by Disaster Management and Emergency Situations Presidency of Turkey (AFAD) and Administration for Civil Protection and Disaster Relief of the Republic of Slovenia (URSZR).
 
The closed session proceedings included discussion on the ongoing and future implementation of the DPPI SEE Disaster Management Training Programme for the year 2014 (18 activities in total) and a planned procurement of personal protection equipment within the DPPI SEE project «Joint Emergency Response Units in case of floods». The DPPI SEE Secretariat, with support from the delegation of Bosnia and Herzegovina, updated on the forthcoming and activities pending in relation to the ratification of the DPPI SEE Memorandum of Understanding 2013 and finalisation of the DPPI SEE Host Country Agreement.
 
On the occasion of the XXVIII regional meeting, Ivana Ljubojevic was re-elected to a second term as the Head of DPPI SEE Secretariat and Vildana Bijedic to that of the Administrative/ Finance Assistant. The next regular session of the DPPI SEE regional meeting is tentatively scheduled for first half of November 2014.

Following the Command, Control and Coordination Course (November 2013, Serbia) being the 1st activity in the set of those planned within the DPPI SE JERU project, on 20 January 2014 the 3rd JERU planning meeting was held in Sarajevo whereby representatives of 9 project participating countries (Albania, Bosnia and Herzegovina, Bulgaria, Montenegro, Moldova, Romania, Serbia, Slovenia and Turkey) discussed on further implementation of the project activities in 2014 onwards.
 
The main topics discussed at the meeting included arrangements for the procurement and dissemination of the JERU personal protection equipment and planning/ organization of the JERU SWIFT practical trainings. In this respect, the participating countries also performed further analysis of the proposed JERU personal protection equipment and reached agreement on the technical details of the equipment.
 
On the same occasion, the participating countries had the opportunity to learn more about and comment on the implementation of the upcoming IPA Programme for floods prevention, preparedness and response which is meant to establish multinational floods related modules in the EU candidate countries and potential candidates and to boost countries' approximation to the EU Floods Directive. DG ECHO plans to launch the programme towards Oct 2014.
Though this IPA Programme was initially created in order to accommodate the request by the countries to receive support for the implementation of the JERU project, the agreement was nevertheless reached on continuing the current format of the JERU activities while the IPA programme on floods will be implemented as a separate programme outside the scope of the DPPI SEE while keeping a close coordination link between the two initiatives.


Eight DPPI SEE member countries sign the new Memorandum of Understanding on the Institutional Framework of the Disaster Preparedness and Prevention Initiative for South Eastern Europe (DPPI SEE) On 28th November 2013, Day I Iof the XXVII DPPI SEE regional meeting, 8 countries of the region (Albania, Bulgaria, Croatia, Macedonia, Montenegro, Serbia, Slovenia and Turkey) signed the Memorandum of Understanding for the 2nd time thereby extending the mandate of the Initiative for an indefinite period of time. The signing by other three DPPI SEE member countries (Bosnia and Herzegovina, Moldova and Romania) is expected to take place in the course of the next 6 months and not later than on the occasion of the DPPI SEE regional meeting 2014 (spring session). The signing of the new Memorandum reflects the countries’ undiminished commitment to continuing regional cooperation in the field of natural and man-made disaster preparedness and prevention through further implementation of programmes aimed at institutional capacity-building in this respect, both on national and regional level.
 
In the course of the XXVII meeting, the DPPI SEE member countries discussed and agreed upon their joint activities in 2014, such as the continuation of the DPPI SEE Disaster Management Training Programme (DMTP) as well as the further implementation of trainings as part of the DPPI SEE Joint Emergency Response Unit (JERU) project, including the procurement of the JERU personal protection equipment.
 
The next DPPI SEE Regional meeting (XXVIII) will be held in the 2nd quarter of 2014 in Montenegro, the DPPI SEE Chair in Office 2014.

XXV DPPI SEE Regional Meeting was held on 13 - 14 November 2012 in Sarajevo, the seat of DPPI SEE Secretariat and was hosted/ organized by the DPPI SEE Secretariat in close cooperation with Bulgaria, the DPPI SEE Chair-in-Office 2012.
As per usual practice, the Agenda of the meeting covered a variety of subjects, including a number of internal institutional issues of importance for undeterred future functioning of the DPPI SEE. In the course of the two-day meeting the following sessions were convened:
DMTP Steering Group session
The session included discussions on the DPPI SEE Disaster Management Training Programme (DMTP) 2013 and DPPI SEE Parties’ proposals on activities for inclusion in DMTP annual Work Plan 2013. The session resulted in 11 activities being proposed and adopted so far by the Steering Group, including a proposal on a joint DPPI SEE/ UNICEF workshop (12 in total). Further proposals will be integrated in the DMTP Work Plan draft by the end of the year 2012.
Advisory Board session
The session included presentations by European Commission - DG ECHO (current and upcoming IPA programmes), UNISDR - Europe Regional Office (UNSDR/WMO regional project related activities), UNICEF (its 1st DRR project/ proposal for joint DPPI SEE/ UNICEF activity within the project), Swedish Civil Contingencies Agency - MSB (DPPI SEE DRR project - next steps) and CIMA Research Foundation (proposal for two potential areas for cooperation).

Regional Meeting  - DAY I (closed session)
DPPI SEE Memorandum of Understanding - 1st Jan 2014 onwards (agreement on future steps)·        

  • The DPPI SEE Parties’ unanimous support for further continuing their cooperation in the framework of DPPI SEE following the expiration of the existing DPPI SEE Memorandum of Understanding, 31st December 2013; 

DPPI SEE Host Country Agreement (HCA)- agreement on the urgency of solution finding

  • Further negotiations needed with the competent authorities of Bosnia and Herzegovina to ensure legal functioning of the DPPI SEE Secretariat and fulfilment of the host country commitments in line with the signed international agreement.

Kosovo* request for membership in the DPPI SEE

  • Inclusion of Kosovo as an observer in the activities implemented in the framework of DPPI SEE will be subject to further discussions with the competent authorities of the Republic of Serbia.

DPPI SEE legal documents (Rules of Procedure& Financial Management Rules)

  • The DPPI SEE Parties re-confirmed their support for documents adoption once a still pending confirmation by Bosnia and Herzegovina is communicated to the Secretariat to allow for reaching the consensus on the adoption.
